A seat defines how and at what level a user accesses your subscription. Since 2024, HubSpot bills by seats: each person working in the platform takes a seat with a specific access level. The main types are View-Only, Core, and Sales/Service. Understanding seats matters because they are one of the factors that most moves the final cost of your license.
HubSpot removed the old 5-seat minimums on Sales Hub and Service Hub, introduced the Core Seat and a free View-Only Seat, and extended the seat model to all hubs and tiers. These changes apply to accounts created after March 2024. The result is more flexibility to start small, but also a pricing structure that is worth understanding before you buy.
A Core Seat is the standard working seat, with edit access to the platform; it is the one most of your operating team takes. A View-Only Seat is free and unlimited on paid portals and only allows viewing information, without editing. Combining both types well lets you give visibility to leaders and stakeholders without paying a full seat for each one.

Most likely you crossed your marketing-contacts tier. Imports and integrations often mark contacts as marketing by default, which pushes your account into the next price band. Also, the band does not lower automatically when you reduce contacts: it normally only adjusts at renewal. That is why it is worth sizing the contacts band before quoting.
